Sara Hector

BA in Political Science and a Master in International Relations

She is currently working in the European Commission, Directorate-General for Budget, as a Head of Sector in the Evaluation Unit. The Directorate General for Budget promotes the development of good evaluation practice across the Commission services. It coordinates evaluation activities and maintains an overview of the evaluation findings across the Commission services. It also provides methodological guidance and support.

She previously worked for the European Court of Auditors and the Swedish National Audit Office.

María Pazos

Head of Research Studies of the Institute for Tax Studies. Madrid.

María Pazos Morán, mathematician, has worked in the ministries of Labor and Economy and Treasury. She has extensive international experience from Harvard University (USA), from which she earned a master in Statistics, in the Office of Labor Statistics of the United States and in the OECD (Organization for Economic Cooperation and Development) where she worked as Administrator in the department of Social Policies and directed, from 2002 to 2003, the publication ŒBenefits and Wages, OECD Indicators. She is a specialist in the comparison of tax and benefit systems and in the evaluation of their impact on the job market. Currently, she is Head of Studies of Investigation for the Instituto de Estudios Fiscales (Institute of Fiscal Studies), where she coordinate the investigations on ‘Fiscal and Gender Policies’.

She has also participated in diverse feminist organizations, especially in the Frente de Liberación de la Mujer (Women’s Liberation Move), in the Comisión Pro Derecho al Aborto (Pro-Choice Commission) and in the Forum of Feminist Policies. She is currently the Speaker for the Civil Platform for the Untransferable Permission of Paternity.

Finally, she is the author of numerous publications related to economy, social policies and taxation from the perspective of gender.

Tindara Addabbo

Associate Professor of Political Economics at the Department of Economics of University of Modena and Reggio Emilia (Italy) Faculty of Economics Marco Biagi.

She is member of the directive council of the Italian labour economists association AIEL (Associazione Italiana Economisti del Lavoro) http://www.aiel.it/ and of different research centres:

Her research and publications are in the following areas: impact of public and social policies, gender auditing of public budgets and public policies, measurement of the standard of living applying the capability approach, employment and wage discrimination by gender, income distribution and quality of work. Together with Antonella Picchio and Diego Lanzi she has contributed to build a capabilities approach to gender budgeting that has been applied in different experiences in Italy.

Carmen Martínez Aguayo

Vice-counsellor of Economy and Finance of Andalusia.

Bachelor of Medicine and Surgery and a specialist in Family and Community Medicine and Child Care.

She currently plays the position of Vice-counsellor of Economy and Finance of Andalusia. Previously, she has held various posts of responsibility in health, as General Director of Insalud, Managing Director of the Andalusian Health Service and Managing Director of the Health and Progress Foundation, an entity attached to the Ministry of Health.

She has been actively involved in several projects for International Health Cooperation of Andalusia with Morocco, in coordinating the Health Care to Immigrants, as well as the operational deployment of research projects in Cell Therapy and Regenerative Medicine.

Marion Böker

Chair of the International Committee of German Alliance of Women Citizens.

Delegate for the International Alliance of Women and the International Committee of German Alliance of Women Citizens at the 52nd Commission on the Status of Women (CSW) in New York with the topic: Financing for Equality.

Ha sido delegada de la Alianza Internacional de Mujeres y del Comité Internacional de la Alianza Alemana de Mujeres Ciudadanas en la edición número 52 de la Comisión sobre la Situación de la Mujer (CSW) en Nueva Cork en 2008 con el tema: Financiación de la Igualdad.

Annalisa Roselli

Professor of Economics at the University of Rome Tor Vergata, Italy.

Her interest in Gender Budgeting began when, together with Francesca Bettio, she organized in September 2000 the first international workshop in Italy on the subject. Since then, she has taken part in several Gender Budgeting initiatives in the role of consultant for local administrations (Siena, Genoa, Modena, and the Marche Region) or for ISFOL, the institution in charge of monitoring the allocation of the European Social Fund in Italy.

She has also lectured on GB in postgraduate courses in Equal Opportunities (University of Milan and University of Siena) and is often invited to participate in staff training seminars for Equal-Opportunity advisors and administrators alike.

Together with Francesca Bettio and Simonetta Vingelli she wrote a short manual on the subject for the use of local Councils in the Province of Siena (Tuscany).

Paloma de Villota

Professor of Applied Economy at Universidad Complutense de Madrid.

Her research interests include the labour market, fiscal and social policies, and gender budgeting.

En la actualidad forma parte de la Comisión Ejecutiva del Instituto de Investigaciones Feministas de la Universidad Complutense. Desde el año 2000 participa en la investigación, como coordinadora para España, del trabajo financiado por la Comisión Europea Women in European Universities.

She has worked on many studies with the European Commision, Ministerio de Sanidad, Instituto de Estudios Fiscales, Instituto de la Mujer, Autonomous Community of Madrid, Autonomous Community of Baleares, and similar bodies. She has collaborated with UNIFEM, ILPES, and CEPAL, as well as the Council of Europe last year at the U.N. She has also worked with many universities in different projects like FLACSO, UNAM, etc. She is the author and editor of several books on economic-history, economy and gender from an economic and sociological perspective, and many articles in specialized magazines on areas of Economy, History and Gender.

Catharina Smith

BA in Business Administration. She has been working with development issues for over ten years, both as a long-term consultant and with short-term assignments.

Her focus is on good governance with particular orientation towards financial management. She is also experienced in working with gender equality issues and gender mainstreaming tools.

Posee una larga experiencia de trabajo con la administración financiera y los cambios de organización en el Gobierno Sueco, además de implementación de temas de género en organizaciones gubernamentales.

She has undertaken a number of organisational reviews and system audits. Her resume includes: long-term advisor for implementation of a new financial management system at the Ministry of Finance in Lesotho; various financial management assignments in Southern and Eastern Africa and in the Baltic countries; gender and good governance; and gender budgeting.

She is currently working with integration of a gender perspective in the budgetary processes in the Nordic Countries for the Nordic Council of Ministers.

Domingo Carbajo

Team Inspector in the Central Delegation for Major Contributors of the State Agency for Tax Administration (AEAT), Madrid. Field of expertise: Financial Institutions.

Graduate and Doctorate in Economics from the Complutense University, Madrid. Graduate and Doctorate in Law from the Complutense University, Madrid. Degree in Political Science at the National University of Distance Education (UNED).

He is currently Team Inspector in the Central Delegation for Major Contributors of the State Agency for Tax Administration (AEAT), Madrid. Field of expertise: Financial Institutions.

He has been representative of the General Directorate of Taxes in the Ministry of Economy and Finance, as Deputy General Director of Tax Policy in the Fiscal Affairs Committee of the OECD, dedicated to the statistics and Fiscal Policy, 1982/2000 and consultant in various technical assistance activities for foreign governments: Romanian Government, Implementation of VAT, 1991; Bulgarian Government, Implementation of VAT, 1991; Slovak Government, the PHARE programme of the European Community in the “Property Tax”, 1996-1997. Latvian Government, PHARE programme in the fields of VAT and Tax Administration, 1997-1998, among others.

Antonio Lozano

General Director of Budgets of Andalusia. Degree in Economics and Business Administration.

Professor of the Department of Economic Theory and History at the University of Málaga. Study Tour Award at the Lycee in 1988 and Andalusia Awards on Regional Economics and Finance in 1995.

He is an expert in Regional Economy and Tourism. He has been Professor on both subjects at various seminars and specialized courses and author of several works and publications. He has worked as a consultant to various companies and institutions in the fields of accounting and regional input-output, and regional development strategy and sectoral development.

He has exercised the post of General Director of Planning of the Ministry of Economy and Finance of Andalusia. In this period he also held the coordination of the actions of the introduction of the euro in the region. Since 2002 he served as General Director of Budgets.

Elisabeth Klatzer

Master of Public Administration, Harvard University; PhD in Economics (thesis on gender budgeting; international experience and methodologies).

She is the Gender mainstreaming commissioner in the Federal Chancellery of the Republic of Austria. She is involved in various gender budgeting pilot projects (at the federal level, provincial and local level).

She has written many publications on gender budgeting. She is co-founder and member of the Austrian civil society group Watch Group - Gender and public finance as well as of the European Gender Budgeting Network.

Klaus Feiler

University diploma as an economist by Technical University Berlin.

He currently works in Senate administration for finance, Berlin. He is the head of Budget department and head of Gender Budget implementation group.

He worked in Bonn´s Federal Ministry of Finance in Fiscal policy and federal budget department.

Victoriano Castro

Head of Finance Service of the Provincial Council of Cordoba.

Science Degree in Economics and Business Administration. Master in Business Administration (M.B.A.). Diploma in Administration and Management. " Diploma in "Local Public Address".

He Currently plays as the Chief of Finance Service of the Provincial Council of Cordoba. Previously, he has held various posts in this institution as Race Officer (Economist) and Auditor. For a while he worked at the Society of Economic Studies of Andalusia.

Carlos Urgoiti

Bachelor of Law for the University of Deusto and Master in "European Integration. The European Union ", for the University of the Basque Country.

He is currently the Director of Budgets and Accounting of the Town hall of Bilbao.

Aitor Salsidua

Industrial engineer for the ESII of Bilbao with MBA for the Institute of Company in Madrid. Graduate in Public Administrations for the UPV and in European Studies for Deusto's University.

At present he is employed at the Statutory Deputation of Biscay as Assistant director of Budgets and Economic Control.

Previously, he has taken part in European projects of equality across the Initiative Community EQUAL and in projects of equality of opportunities in the employment financed jointly by the Social European Fund.

Regina Frey

She researches and teaches in the fields of gender mainstreaming and training as well as gender budgeting.

She is currently working as a free lance consultant and trainer for Länder-administrations, EU structural funds projects, Universities and NGOs, also supporting her clients in implementing gender-budgeting strategies.

She is one of the founders of the "Initiative for a gender-just budget in Berlin" (2001) and the German NGO "Federal Initiative on Gender Budgeting" (BiGBudget).

Elisabeth Stiefel

Economist. Delegate of the women's lobby of her home-town to the municipal advisory board for the ongoing participatory budgeting.

Elisabeth Stiefel is an economist who worked as well in the private sector as in municipal civil service. After retirement she is engaged in numerous NGOs like Local Agenda 21 and the Gender Budget Initiative of Cologne. She is a delegate of the women's lobby of her home-town to the municipal advisory board for the ongoing participatory budgeting.
